O.k., I've been asked when I will reveal the answer to this one, so here it is (even though I think you all made the 'obvious guess' seeing as how you didn't tell me how you arrived at your answers - but that's O.K., it's all in fun!)
What he essentially said to the waiter was: "If Larry ordered the same thing as Gary, I'll have steak." Since Larry ordered steak and Gary ordered fish, Harry does not get steak.
